#2102: FCKConfig.DocType does not work in 2.6

Reproduction procedure:
1. Set FCKConfig.DocType = '<!DOCTYPE html PUBLIC "-//W3C//DTD XHTML 1.0
Transitional//EN"
"http://www.w3.org/TR/xhtml1/DTD/xhtml1-transitional.dtd";>' ; in
fckconfig.js.
1. Open sample01.html.
1. Examine the compatibility mode in the editor frame by typing
"javascript: alert(frames[0].frames[0].document.compatMode);" - it is
"BackCompat" which means Quirks mode. The editing frame should be running
in standards compliance mode with DocType set to XHTML Transistional.
