To reproduce:
1. Open sample01.html in IE6 or IE7.
1. Switch to view source mode.
1. Paste the following code into the source area:

<p>This is some <strong>sample text</strong>. You are using <a
href="http://www.fckeditor.net/";>FCKeditor</a>.</p>
<fieldset><legend>title</legend>Here is some text</fieldset>
}}}
1. Switch to WYSIWYG mode.
1. Move the caret to the end of the first paragraph.
1. Click "Insert Horizontal Line" toolbar button.
1. JavaScript error.
