I've set the regexp inline as /DTD HTML/ because the existing Html4DocType
would match only HTML 4.0 documents in transitional mode, excluding all
the 4.01 and also all the 4.0 in strict mode.
If anyone thinks it's better I can move this new regexp to
FCKRegexLib.HTMLDocType for example. I just wanted to make a quick change.
