#2231: ProcessHTMLEntities=false; populates empty Editor

 Dear FCK-Developers,

 when I set '''FCKConfig.ProcessHTMLEntities''' to false the editor-source
 is automatically populated with

 {{{
 <p>&#160;</p>
 }}}

 on startup if the editor-field is empty.
 The same thing happens when I delete all editor-contents and then switch
 to Source-View.
 I also found out that this behavior only occurs when
 '''FCKConfig.FillEmptyBlocks''' is set to true.

 It would be nice if someone could confirm this.
