#2378: Search for better options than EncodeConfig

At this moment it seems not very intuitive hot to assign SkinPath in PHP.
To achieve path pointing to:
{{{
"/sub1/# CMS/sub2/"
}}}
ones have to assign:
{{{
"/sub1/%2523 CMS/sub2/"
}}}
...there must be an easier way to do it.
