IMO the default.properties should NOT contain a reference of UserAction.
Remember, in 2.4 we decided, the dev user has to create
fckeditor.properties and have to define the implementation of UserAction.
The reason was that the Connector shouldn't enabled by default, because of
security reasons. I think we should keep this behavior.
For the UserPathBuilder and LocaleResolver you are right.
