#2494: URL query element separator escaped

The edit is escaping the URL query element separator '&'
For example: /test?a=1&b=2 becomes /test?a=1&b=2
This break URL links.
This can be repeated on the demo giving:
<p>This is some <strong>sample text</strong>. You are using <a
href="http://www.fckeditor.net/test?a=1&b=2";>FCKeditor</a>.</p>
