I think that there was another ticket to control the overwriting,
including the option to rename the exiting file.
another issue is that this is done only for PHP, so other people will ask
for the same behavior in their servers.
What happens if the permissions of the existing file doesn't allow to
overwrite it?
the what's new entry is missing.
