#2919: mod_sec issues with File Browser

The FCKeditor file browser fails with hosts like HostGator that use
mod_security.
When clicking the "Browse Server" button in the "Add Image" or "Add Link"
dialog, a "Forbidden Error" is displayed with the following information:
"Forbidden
You don't have permission to access
/root/editor/filemanager/browser/default/browser.html on this server.
Additionally, a 404 Not Found error was encountered while trying to use an
ErrorDocument to handle the request."
The only way to have this work is to have a host whitelist your domain,
but surely there has to be a workaround for this so that it works 100% as
intended for all users, regardless of host.
