In test case itemElement.getAttribute( 'title' ) is a string or a null and
it is impossible to get 'true'.
It should be changed to:

assert.isTrue( !!itemElement.getAttribute( 'title' ),
'Toolbar item ' + col + ' doesn\'t have description title.');
}}}
