#3113: Need to move input focus to the dialog panels

Some of the dialogs panels like 'Add New Image' do not get the input
focus, while others like 'Add Anchor' move the focus to the panel. It is
especially noticeable in IE, as unlike FF it does not hide the focus
marker when a panel is opened.
