#3175: Panels are not working with custom document.domain

In IE:
1. In the sample.html file, set the document.domain to a part of the URL.
For example, my local testing url is "dev.ckeditor.local", so I'm setting
it to "ckeditor.local".
2. Open a sample.
3. Open a toolbar combo, color selector or the context menu.
An error is thrown: "Access denied".
