#3463: Dropdowns incorrectly positioned

This is the same issue as #2551, but it still appears in V3. To duplicate,
save the the attached repro case into the _samples directory of a source
tree, scroll the editor into view, and click the font color dropdown. This
issue occurs with any dropdown, and can be reproduced with the latest SVN.
