#3739: Bullet/Number list feature not working

The bullet and number list features cause JS exceptions when invoked,
causing them to not function properly and in some browsers makes them
unusable.
To reproduce: [[BR]]
1. Open Ajax sample [[BR]]
2. In an empty document click bullet/list button [[BR]]
A bullet/number list might be started but an exception occurs in both IE
and FF. In FF this error is caused:

Pressing enter to continue the list causes the list to disappear and other
unexpected behaviors.
An FCK bookmark is also left in the body when viewing source:
