#3795: ENTER scrolls the editing area always

1. Load the following HTML:

2. Scroll the contents to position "XXXXXXXXXXXXXXXXXXXX" in the middle
of the editing area.
3. Place the caret in the middle of "XXXXXXXXXXXXXXXXXXXX".
4. Hit ENTER.
In all browser but IE, the document will scroll, aligning the caret to the
bottom of the editing area.
