Hi, http://www-3.ibm.com/software/os/dos/dos2000/dos_qa.html looks as if PC DOS 2000 (50-60 USD) does not support LBA :-). No FAT32 either, but good disk compression tools. Also supports PCMCIA, and is Windows 3.x compatible. I understand the last Q/A as "PC DOS 7 is abandonware, feel free to grab it whereever you can find it" ???
