hey. In case anyone else was wondering I found out this: there is no provision in the constitution which would have authorised the Oireachtas to undertake inquiries of the nature of the Abbeylara sub- committee. The sub-committee was able to make adverse findings of fact and conclusion as to personal culpability of an individual and this was seen to breach the doctrine of separation of powers.
