Afraid I don't know the punishment for incitement but re question 2: section 5 has three distinct offences:
a.intercourse or attempted intercourse with a mentally imparied person punishable by up to ten years imprisonment for full offence, or three or five years for the first or subsequent convictions respectively for attempts. b. buggery or attempted buggery of such persons punishable in the same way as for intercourse c. acts or attempted acts of gross indecency by a male with another who is mentally impaired, punishable by up to two years imprisonment.
