In part (IV) it asks about the 88(2) exceptional circumstances in which the council can decide that aid is compatible with the common market.
My manual says 88(2) allows council to unaminously exempt aid from the prohibition contained in 87 either individually or pusuant to 89 (qualified majority required) generally by way of regulation.
