Hola guys,

switching from withExhaustedAction="1" to withExhaustedAction="0" had no 
impact on the erronous behaviour described in FCREPO-994. I still get 
the same error messages and the registry state gets inconsistent with 
the filesystem state.

  Despite setting the param to 0 i still get HTTP 200s from fedora. 
Which is suggesting that the whenExhaustedAction does not get fired.
