All passwords in attached document are not being used.  I'm considering 
changing configuration based on the following:

Subject: [fcrepo-dev] Cannot fulfill request from Fedora Web Administrator

Hello,

New install and config of Fedora 3.5, not set-up on localhost.  See attached 
install.properties for specifics.  I am able to ingest and purge demo objects 
via the command line on the host. When I use a web browser, I can connect to 
my.host/fedora/admin, I can connect to the repository.  I see the demo objects 
that were ingested from the command line.  If I try to ingest the demo objects 
again I get the error listed in the attache Authz*.txt file.  On screen I get 
the following error:  "Object ingest failed due to: Error (401): <pre>

If I try to view the 'View Object XML' I get the error, "Could not get object 
XML due to: Error: (401):"

I found a post with very similar log errors and removed the 
deny-apim-if-not-localhost.xml (renamed to .old).  Then restarted tomcat and 
still get the issue.  I see that both xacml.enabled is set to true and 
fesl.authn is enabled and am wondering if this is causing confusion.
