Apparently Oracle is doing some kind of infrastructure work, and maven.glassfish.org is down. This causes problems with fresh builds of fcrepo, but you can workaround them following the instructions at: https://wikis.oracle.com/display/GlassFish/FullBuildInstructions#FullBuildInstructions-Unabletobuildbecausemaven.glassfish.orgisoffline
