Remember my sad recurring problem of namespace issues in modify directives?

A bug was filed:

When we first upgraded to 2.2.4 we saw this bug go away on some of our more 
complex embedded xml modify directives.

But today I'm doing a simple metadata modify and look, it's back.

modify directive file, which is valid XML and passes the Fedora modify  
directives validator:
