Hello, I had a similar problem in the past with uploading xml content to fedora, and I remembered that I found the solution in this Tracker-Bugs Artifact ID: 1878847.(url is http://sourceforge.net/tracker2/index.php?func=detail&aid=1878847&group_id=177054&atid=879703 )
I send you the modified and recompiled (by me) fedora.server.storage.translation.FOXMLDOSerializer.class (for fedora 2.2.x) according to the suggested solution, just to try it and check if it works for you. It seems that it replaces scandinavian characters like "å", "æ", "ø", etc with "?". They are all UTF-8 encoded.
