If it was myself, I'd create a few default datastreams, possibly
external ones not managed by Fedora, that could be used to indicate that
there was no specific content.  You could test for the presence of the
various items upon generation of the FOXML and include the default
accordingly.  At a later point in time, you could go back and update the
record if the content becomes available.
