i'd say, you didn't run all necessary steps described in the installation  
document.
you need to edit some files and run an ant-script.
see
$FEDORA_HOME/tomcat/webapps/fedoragsearch/index.html#config

the last step, running ant, creates the necessary data, namely  
fedoragsearch.properties, in config/.

btw: please, all mail to the _list_, mails sent to me in private are  
ignored, furthermore -- if i am unable to read mails sent to the list, i  
don't read those private mails either.
