I've seen this problem before too. If we had a DISPLAY environment variable set when Fedora was started, attempting to use the ImageManip would crash Fedora with an error similar to the one described (X server). However, if there is no DISPLAY environment variable set when Fedora is started (which is normally the case for us), it works fine.
