If you're using the embedded Mulgara, then I don't believe you will be able to get access to it externally, for example using the iTQL shell (over RMI).
You could try setting up an external Mulgara server and changing fedora.fcfg to use this - then you can connect using the iTQL shell. Alternatively, you could try using the RISearch service to dump out the triples - take a look at http://www.fedora-commons.org/confluence/display/FCR30/Resource+Index+Search #ResourceIndexSearch-ApplicationInterface Why do you want to create a backup? The resource index can be recreated at any time using the fedora-rebuild script, so a backup of your Fedora data directory implicitly contains a backup of the resource index.
