Hi Nicholas,

A CMIS interface to Fedora isn't currently planned as a core feature,
and I'm not aware of an effort to put together a direct CMIS plugin
for Fedora.

However, you may want to look at the Apache Chemistry project
(currently in incubation) and see if that is capable of sitting on top
of a JCR repository, as this was an early design goal of the project:
http://wiki.apache.org/jackrabbit/SandboxCMIS

...and there has been significant work going on at Northwestern in
getting a JCR interface on top of Fedora:
http://jcr-connect.at.northwestern.edu/en/StartingPoints

So it might be possible to provide Chemistry's CMIS interface on top
of Northwestern's JCR-Connect interface on top of Fedora. But that's
just speculation based on what I've read, and would need further
investigation to validate.
