The schema for the SDep METHODMAP -
http://fedora-commons.org/definitions/1/0/fedoraSDepMethodMap-1.1.xsd -
includes the attribute passBy, with values URL_REF and VALUE.
However when I attempt to pass a datastream by VALUE, it appears that it is
in fact being passed by URL_REF to the wsdl service URL.
Is this a bug? Or am I missing something I need to do elsewhere to make
this work?
