You are quite right. Fedora, due to legacy constrains, require the DC
datastream to exist. And it should rather not be extended, or you risk
stuff breaking somewhere.

Creating the DC-Extended datastream is the way to go. Most systems
actually use models with a DC datastream (because we cannot get rid of
it) and then a datastream with the real metadata, such as Qualified DC,
or PBCORE.
