Hi Nicholas Some people have reported a similar problem if the server doesn't have external web access, as policy validation is against the external XACML schema (unlike other validation in Fedora, which is against local copies of schemata - this is being addressed for the current release). So the initial bootstrap policy load can fail because of this; and without the bootstrap policies you won't get access (hence the "not applicable" error which can mean that no matching policies were found).
In your $FEDORA_HOME/pdp/config directory, edit the file config-dbxml.xml, and on the schemaConfig element change the validation attribute to "false". If you still get a 403 after restarting Fedora you may need to do a rebuild (see fedora-rebuild here https://wiki.duraspace.org/display/FCR30/Command-Line+Utilities) with the server shut down. Alternatively re-install Fedora and change that config setting before restarting.
