Some people have reported a similar problem if the server doesn't have
external web access, as policy validation is against the external XACML
schema (unlike other validation in Fedora, which is against local copies of
schemata - this is being addressed for the current release).  So the initial
bootstrap policy load can fail because of this; and without the bootstrap
policies you won't get access (hence the "not applicable" error which can
mean that no matching policies were found).

In your $FEDORA_HOME/pdp/config directory, edit the file config-dbxml.xml,
and on the schemaConfig element change the validation attribute to "false".

If you still get a 403 after restarting Fedora you may need to do a rebuild
(see fedora-rebuild here

server shut down.

Alternatively re-install Fedora and change that config setting before
restarting.

Dear All,
 I have just installed a clean Fedora Commons 3.4, using the bundled
derbydb and bundled tomcat, and with both FeSL modules. I had
preinstalled installed berkly dbxml and everything seems to start
without an error (checked catalina.out as well as fedora.log).

However when trying to access Fedora using fedoraAdmin credentials to
the URL: http://192.168.4.102:8888/fedora/describe (and every other
URL) gives me the error:

Fedora: 403 NOTAPPLICABLE

in fedora.log I can see a corresponding line that says:

Where might I look for problems?
