If in your custom install you gave the path of our catalina home then there should be a fedora.war file inside catalina_home/webapps. And when you start tomcat the war file will be deployed automatically. And if you chose the "included" option for tomcat then there will be a tomcat folder inside fedora_home. And the war file will be inside the webapps dir of this tomcat. You need to start this tomcat. I suppose this file should be at /usr/share/tomcat5/webapps/fedora/admin, but there is no xml file there.
