Not necessarily. If you look through the list archives you'll see a lot of 
people saying that the DC datastream was misnamed to begin with. It's not 
really designed to be the Dublin core datastream or the OAI datastream, it is 
designed to be the Fedora administrative datastream, and it just so happens 
that Fedora uses Dublin core for administration. You can cram everything in 
there if you want, but you're going to run into limitations. For example, we 
ran into the problem that -- since that is the Fedora administrative datastream 
-- we can't control what goes into the DC:identifier field.

Duplicating is really not all that much of a problem, when you think about how 
few fields are actually needed for the Fedora administrative information. 
Almost nothing: identifier, couple other things. (I can't remember off the top 
of my head.)

Think of it as the "Fedora internal" datastream rather than the DC.
