Yes, I think that would be necessary.  It might be theoretically
possible to re-use some of the code for migrating from Fedora 2.2 to 3.0
to do that.  My memory of that era is not the best, but I believe the
core of the migrator simply iterated all files in a directory hierarchy
and applied an XSLT to them.  Writing your own script/app to do that
might be easier, however.  You'd need to rebuild afterwards of course.
