Rich Fedora's own DC datastream was designed for administrative use, albeit many use it for other purposes, and will accept only basic DC. If you wish to use qualified DC (or indeed any other schema) you should create your own datastream for it.

Subject: [fcrepo-user] Supplementing the DC Datastream I am attempting to add elements to the DC datastream, but Fedora is stripping away any schemes or qualifiers that I add. I assume that I am not using the correct namespace, but Fedora is also stripping away any additional namespaces I add. As an example I would like to add various dates with qualifiers that identify which date is being referenced, but all of my qualifiers are being stripped off. I'm sure this is possible with the proper syntax, but I am at a loss for what that might be. Any suggestions? I created a Identity.xml and placed this file under /opt/tomcat/webapps/oaiprovider. I don't know if this is right way to set up the identify.xml. I have read that this Identify.xml may need to be manually created as a datastream.
