With the curl request I'm calling is:
https://wiki.duraspace.org/display/FEDORA35/REST+API#RESTAPI-modifyDatastream
I believe you can call it with no content to change the state, label, etc,
otherwise you would have to send the entire contents of a managed
datastream every time you wanted to change the datastreams properties.
