The DC datastream was never meant to support anything more than simple repository administration. It is not (and was never) meant to support description of any richness. Populating it will let you use the FieldSearch service to do simple searching and adminstration. That was always its only and entire purpose.
To use description of your own specification you will want to do just as you are- put it in a different datastream. You can indeed use RELS-* as long as you submit to the constraints of those components-- no blank nodes, no assertions that don't feature the object (or datastream) in question as the RDF-subject.
