some suggestions:

- Have you checked the rights at your directory? Tomcat must have write 
rights at /var/log/tomcat6/fedoraLogging/

- is the jar file log4j-1.2.15.jar under 
CATALINA_HOME/webapps/fedoragesearch/WEB-INF/lib missing?
