--target should not be set at all.

It's meaningless for 99.9% of all packages.

Correct, it's a bug in redhat-rpm-config.

Actually, I thought this was fixed a long time ago, because we have this discussion each time a compiler/toolchain package is being introduced to Fedora.

Either this didn't happen or somebody reintroduced the bug.

Common work-around is not to use %configure for such package.

At least
the pcc build scripts think that a cross-compilation is in course, since
the host and target arguments differ.
This would be a bug in this package.

Modern (autoconf > 2.13) autotools treat $build != $host as cross compilation.
