Apparently the functionality has been merged into the main python package. Looking at the cvs changelog sugar-toolkit was rebuilt against the main package but it seems that the person that did so hasn't filed a ticket with rel-eng to get it tagged into the release, or if the ticket was filed it is yet to be tagged into the release.
