I found another workaround:
export
C_INCLUDE_PATH=/opt/src/dsbuild/ds/mozilla/work/mozilla/nsprpub/pr/include/
dsbuild runs now a little further, but stops with:
cd work/fedora-console-1.0 && ant -Dimports.file=imports.FC3

And this time I have NO IDEA what happend and what to do.
