There isn't a free JDK that can build it currently available for F-7. You'd have to start by backporting IcedTea from F-8 to F-7.Or you can install a proprietary JDK and build it that way. I don't think console will run with gcj either still so you'd need the JRE/JDK installed to run console as well.
