I don't know if it's possible for FDS, but you could use an iptables nat table 
prerouting rule.
e.g. redirect 1389 to 389 on interface eth0 (untested):
iptables -t nat -A PREROUTING -i eth0 -p tcp -m tcp --dport 1389 -j REDIRECT 
--to-ports 389
