The remaining things are related to the incorrectly substituted post-base RA form for bases like LA,YA,LLA etc. There is no xRA forms for these consonants as per the orthography. Re-ordering the RA form as pre-base makes the text readable even though it goes against orthographic rules. But Harfbuzz and ICU are not doing this.
