I was going to leave that to the wrangler to decide. A blind e-mail takes less work and would be a start---we usually have a few new subscribers each month. Targeted e-mails require more work, but are probably more efficient. It's a chicken and egg problem: an inactive list does not attract subscribers, but without subscribers the list remains inactive. The only way I know of to change things is to keep some activity going consistently.
