Yes, discussion.fp.o is meant more for "within community" discussion.
However, users are free to use it for troubleshooting too if they want
to get in touch with the particular community team/WG/SIG directly. It's
similar to someone e-mailing the workstation or kde mailing list
directly instead of asking a question on the users' mailing list.

Teams are free to redirect folks to Ask.fp.o, and sometimes in case of
complicated issues or bugs, people are referred to discussion.fp.o (or
other upstream bug trackers/discussion forums) from Ask.fp.o too.

So, there is no issue with this.  Users are always free to contact
developer teams directly, but it isn't compulsory. Ask.fp.o, on the
other hand, is *only* for troubleshooting. No "within community"
developer discussion occurs there.

This has been queried and discussed before in multiple places.
There is just no way to enforce all troubleshooting queries to go to
Ask.fp.o, just as there's no way of enforcing that no user issues be
asked on the -devel mailing list. Community members should just direct
people to the most appropriate communication channel if required.
