I can put my laptop to sleep via:
echo 3 > /proc/acpi/sleep
(to be honest, I don't understand that command, but
this is what I found to do on the internet.)

But I can't get it to wake up again. I have tried
pressing keys on the keybaord, the power button, and
the mouse.

I see the following in /var/log/messages
Feb  1 08:18:06 localhost kernel: ACPI wakeup devices:
Feb  1 08:18:06 localhost kernel: MDM0 GLAN USB1 USB2
USB3
Feb  1 08:18:06 localhost kernel: ACPI: (supports S0
S3 S4 S5)
