No, it's not like the cursor moves on its own or anything; it has more to do with the mouse buttons when using them to move files, select objects, move windows, etc. I've actually I've seen it on a variety of different Dell machines over the last few years. I just always notice it because I tend to use the "nub" mouse (with the trackpad mouse buttons), while my coworkers tend to favor the trackpad, which works fine (they always have no idea what I'm talking about until I show them).
