"redhat" should be "fedora" in the URL.Also, the mirror at <http://dl.atrpms.net/fc2-i386/redhat/updates-legacy-testing/> has an empty header.info file and no headers in the headers subdirectory. (2 of my 3 FC2 servers use the older yum.)
